Identify your procurement need

Describe the need in the background information in your own words, or let BIDI help you. Cover the subject of the procurement briefly: the budget, the objectives and whatever else you already know and want recorded.

As the procedure moves on, BIDI compares the procedural and substantive choices against the background information given earlier. It proposes the ways forward that best fit it, and carries what it was given through the whole procedure.

Bring the other experts in your organisation into the preparation with an easy request for background information. Responding stays light: the person invited signs in with a one-time code sent to their email, or as a representative of their organisation with their own credentials.

BIDI documents everything gathered at this stage for the contracting entity and uses it in the later stages of the procurement.

Prepare the procurement

Prepare your procurement using the background information available to you and the background information you have already given BIDI. You can draw on earlier purchase and contract data, earlier tender material, general market knowledge, or any other background material you want.

BIDI brings the material together and helps identify what matters for preparing the procurement.

The market survey can be run in the same workspace. BIDI can also publish a request for information on Hilma.

BIDI collects the information that comes in, assesses it and compiles it, then works up proposals from it in support of the actual next stages. The professional decides which of what the survey produced shapes the content of the procurement and which does not.

Draft the procurement documents

BIDI supports the drafting of the actual procurement documents in several ways. It knows the current requirements of the Act on Public Procurement: it accounts automatically for thresholds and minimum time limits, proposes CPV codes and identifies the most workable procedure.

BIDI assists the professional in drafting the description of the subject matter, the requirements and the award criteria. The professional can work on and sharpen the requirements and test scoring models with BIDI's help.

BIDI always accounts for what the earlier stages produced and checks the set of documents as a whole, warning about possible contradictions.

Recorded: the whole set of procurement documents as it takes shape across the statutory stages of the procedure. In the draft stage, real-time work and version history with who made each change. Any corrections are published as the statutory terms require.

Build the comparison and award the contract

The professional opens the tenders. BIDI checks the tenders received and proposes a comparison against the award criteria set in the documents. It also writes the justification for that proposal and sets out the scoring result in the way the Act on Public Procurement requires.

Where only one tender arrives, it accounts for the new requirements of the Act and assesses, against the earlier stages of preparation, whether the procedure can continue or not.

The professional always assesses the proposal and, on that basis, confirms the content and the outcome of the award decision.

BIDI also produces, automatically, the procurement report the procurement legislation requires, collecting into it everything the procedure and its preparation produced.

The contract

You can draw up the contract in BIDI, using BIDI's ready-made templates or your own. Alternatively you can skip the contract stage, make the contract in another system and bring its details into BIDI.
